Brazil — EUDR country risk classification

STANDARD risk — the default class for countries not on the low or high list. Classification from Commission Implementing Regulation (EU) 2025/1093 (22 May 2025); countries not listed default to standard risk under Article 1(2).

What this class changes

Obligations for consignments from Brazil.

  • Collect the full Article 9 information for every consignment — this never goes away, whatever the class.
  • Full due diligence required: risk assessment (Art. 10) and, where risk is found, mitigation (Art. 11) before placing on the market.
  • Competent authorities must check at least 3% of operators from this class each year (Art. 16).
Forest & deforestation context

Why Brazil is scrutinised the way it is.

Hosts around 60% of the Amazon plus the Cerrado savanna — the two fronts where the 31 Dec 2020 cutoff bites hardest. Deforestation attribution studies put cattle pasture first and soy expansion second among commodity drivers.

Main commodity drivers of forest loss: cattle, soy (deforestation-attribution literature).

Legality evidence in Brazil

What proves Article 9(1)(h) legality here.

CAR / SICAR registration

Registration in the rural environmental registry is mandatory but self-declared, and the CAR polygon is the property boundary, not necessarily the production plot. Map Studio fetches it by CAR number; verify the actual plot inside it.

Forest Code compliance (Lei 12.651/2012)

Legal reserve requirements — up to 80% of a property in the Amazon biome must stay forested; embargoed-area lists (IBAMA) are checked by EU operators.

GTA animal transit documents

For cattle chains: movement records that tie the animal to the birth-to-slaughter farms — indirect suppliers are the known laundering gap.

Plot evidence in Map Studio

Rural Environmental Registry (CAR/SICAR) is integrated.

Suppliers can fetch their plot by its official reference number in Map Studio. Suppliers can fetch their plot by CAR number — registration is compulsory for rural property.

Manual TRACES filing — Brazil

Filing steps for this origin.

  1. Collect each supplier's official plot reference (Rural Environmental Registry (CAR/SICAR)) and fetch or verify the geometry in Map Studio.
  2. Run the automatic checks in Map Studio: country borders, coastline, geometry validity, mixed origin.
  3. Fill producer name and production country per plot; set commodity, product type and production period once on the workspace.
  4. Run the full risk assessment (Art. 10) and document mitigation where any risk remains (Art. 11).
  5. Export the TRACES submission GeoJSON from Map Studio (readiness gate must be green) and keep the plot register and checksums with your records.
  6. Enter the DDS in TRACES, attach the GeoJSON, and record the DDS reference number on the invoice chain.
